1. Purpose.
To
influence the boys’ character development, encourage spiritual growth, good
sportsmanship
and pride in growing strong in mind and body; to improve understanding within
the family;
strengthen interpersonal skills; foster a sense of personal achievement by
developing
new interests
and skills; provide fun and exciting adventures; and to prepare Cub Scouts to
become Boy
Scouts.
2. Pack
Organization
A.
The Charter Organization is the Catholic Diocese of Richmond, St. Gregory
the Great Catholic Church, 5345 Virginia Beach Blvd. Virginia Beach, VA 23462.
B. The
Charter Organization Representative is an individual designated by the Chartered
Organization to act as a liaison between the Charter Organization and the
Cub Scout Pack.
C. The Pack
Committee is responsible for the administration of all pack functions and making
all
necessary decisions regarding the activities, functions, and operation of the
Pack.
Membership on the Committee is open to any parent of a registered Cub Scout
belonging to
the Pack
or to any registered leader with the Pack.
D.
The following positions shall be available for the Pack Committee.
Duties and responsibilities for each position are fully described in the Cub
Scout Leader Handbook.

The
position of Cubmaster may not be combined with Committee Chair, Treasurer or any
Den Leader position. The position of Advancement and Awards Chairman may not be
combined with Treasurer.
3.
Membership
A. Membership in
the pack is open to all qualified persons. Boys in the first through fifth grade
are eligible for membership as noted below. Adults must meet the
qualifications identified by the Boy Scouts of America.

B.
New Scout’s membership applications will be processed by the Pack
committee and sent to the Council Service Center for registration after the
appropriate fees have been paid and the Cubmaster has signed the applications.
C.
Adult Leader membership applications will be reviewed by the Pack
Committee and if approved, signed by the Committee Chair, and forwarded to the
Charter Organization representative for signature. The application will then be
sent to the Council Service Center for registering. All registration fees for
adult volunteers will be paid by the Pack.
4. Finances
A. The Pack
Treasurer shall maintain a checking account in the name of "BSA - Pack 490."
The Pack
Treasurer is the only individual authorized to sign checks and make deposits.
B. Pack dues
shall be collected monthly by the Den Leaders and turned over to the treasurer.
The
committee will determine monthly Pack dues. The Pack Committee may elect to
conduct
fundraisers in lieu of Pack dues to support the operation of the Pack. Only
those
activities not in conflict with the principles of BSA and the chartering
organization may be
used.
No person will be required to participate in the fundraiser however, if a Cub
Scout
and/or
his family does not participate, they shall make a contribution to the Pack in
an
amount
determined by the Pack Committee.
C.
Each Den Leader shall determine and collect den dues.
D. Any Cub
Scout who is in arrears in paying his dues will not be given awards until his
dues
are
paid in full.
E. Regular
spending of funds for advancements and awards shall be made by the
Advancements Chairman. After purchase of the advancement items, the Advancements
Chairman must provide an itemized receipt from the Council Store to the Pack
Treasurer.
The
Committee Chairman, Cubmaster, Advancement Chairman, or committee
designee
are authorized to make purchases at the Council Store and charge them to the
Pack
Account. This list will be promulgated at least yearly or as warranted.
F. The Pack
Treasurer and Advancements Chairman positions shall not be held by the same
person.
G. The Pack
Treasurer's report for the previous month will be provided to the Pack Committee
at each
monthly meeting.
H. In the
event the Pack Treasury falls below $400.00 the Committee is authorized to make
a
special
assessment to provide adequate funds for purchasing advancement awards.
I. No
expenditures shall be made from the Pack treasury for an amount greater than
fifty
dollars
without Committee approval. Exceptions to this rule include line items in the
approved
annual Pack Budget.
J.
Annually, each May, a subcommittee appointed by the Committee Chairman,
shall audit the
Pack
finances and make a full report to the Pack Committee at the June meeting.
K. A
separate subcommittee will be appointed by the Committee Chairman to develop a
budget
for the
next calendar year based on the activities proposed for the Pack. The committee
will
estimate expenditures and income to determine the number, type, and frequency of
fund
raising
events necessary to keep the Pack functioning.
5.
Registration
A. The
registration fee for each Cub Scout and adult volunteer will be the current
registration
fee as
determined by BSA plus any fees determined by a majority vote of the Pack
committee to help cover the operational expenses of the Pack.
B. Each fall
a recruitment drive will be held by the Pack. The registration fee for the new
scouts
shall
cover the new scouts through the end of the current year and for the next year.
The
Pack
shall keep accurate records of this to insure that no Cub Scout pays double
fees.
C. In the
event a Cub Scout leaves the pack, no refunds will be provided.
6. Personal
Conduct & Responsibilities
A.
Disruptive behavior at a Den Meeting, Pack Meeting, or Pack function
shall, on the first occasion, be referred to the parent or guardian. Subsequent
occasions
shall be referred to the Cubmaster and the Pack Committee. Repeated occurrences
may lead to suspension and/or dismissal from the Pack.
B. One
parent or guardian is strongly encouraged to attend the Pack meeting with a Cub
Scout.
They
shall be responsible for the safe arrival, attendance, conduct and safe return
home. A
stand-in parent (18 years or older) can be approved by the Den Leader or
Cubmaster.
C. All
non-Cub Scout children attending any Pack function are the responsibility of the
attending parent(s) or guardian(s). Parents will maintain control of their
children and not
permit
them to run freely before, during, or after pack activities. During Pack
functions all
children who leave for any reason must be accompanied by a parent or guardian.
D. During
the Pack meeting, the Den Leaders are responsible for the conduct of their Dens
and
registered Cub Scouts. Before and after the meeting, the parents are responsible
for the Cub
Scouts.
E. Each
registered Cub Scout is strongly encouraged to attend all Den meetings. If four

consecutive den meetings are missed, the Cub Scout will be placed on the
inactive list. The
Cubmaster or Den Leader will call both the Cub Scout and his parent(s) to find
out why the
Cub
Scout has not reaffirmed his interest in participating. If the Cub Scout and his
parents
are no
longer interested, the Cub Scout will be maintained on the inactive list until
recharter.
Absences
due to medical reasons, family visits, or vacations are considered excused.
F. An
attendance award will be given to each Cub Scout who attends at least 90% of all
Pack
and Den
functions held during the scouting year (June to May). New scouts entering the
program
will have this determined based on 90% attendance at activities since they
joined
the
Pack.
G. Parents
should provide a uniform for their boy as well as a handbook of the appropriate
rank.
The pack will present a Boy Scout Handbook to all Webelos graduating from the
Pack to
a local troop.
H. All Cub
Scouts and Registered leaders possessing uniforms shall be in uniform at all
scout
functions. Scouts not in uniform at the Pack
Meetings will not receive their awards until
after the meeting.
I. One
parent/guardian for each scout is expected to volunteer to help with at least
one activity
during
each year. The Committee Chairman, Special Events Chairman and Cubmaster shall
maintain
a list of positions available.
7. General
Information
A. Pack
meetings will be held on a monthly basis. Special events will be held at the
time and
place
determined by the Pack Committee. Den meetings will be held at least twice each
month
at a time and place determined by the Den Leader.
B. The Pack
Committee will meet once per month at a time and place determined by the
Committee Chairman. This will normally be scheduled the second Wednesday of
each
month.
C. In May of
each year the Committee Chairman will appoint a subcommittee to plan the next
year's
scouting activities. The subcommittee will present is recommendations at the
July
Committee meeting. The schedule will be reviewed by the committee members and
voted on
at the
August Committee meeting.
D.
Permission slips and medical information must be received for each boy prior to
any Den or Pack field trip. In addition, for trips greater than 25 miles away
from the Den’s normal meeting place, a tour permit must be filed with the
Tidewater Council before going on the field trip. Prior to all field trips
and Webelos camp outs the Pack Committee Chairman and Cubmaster are to be
notified. Tour permits will be filed for all
summer day and resident camps.
E. Any and
all complaints or problems should be addressed with the Den Leader first. In
the
event a
situation remains unresolved, the issue must be presented either in person or in
writing,
to the Cubmaster or the Committee Chairman. If further action is
warranted, the matter will be addressed at the next committee meeting.
F. Questions
concerning the Pack Bylaws or Boy Scouts of America policy or regulations must
be made
in person at a committee meeting or in writing and sent to either the Cubmaster
or
Committee Chairman. Advance notice is requested in order to properly prepare to
address an
issue if
resolution is expected at a committee meeting.
G.

H. Cub Scouts
- The BSA program is set up to provide for forward progress in its programs.
Therefore it is necessary that each boy work only toward his rank and beyond.
No boy will
be
allowed to go back and work on lower ranks or arrow points. Parents are
encouraged to
work
with their boys and sign their achievements as they are accomplished. Den
Leaders
will
check and record the boy's books monthly and submit advances as noted.
I. Webelos -
are encouraged to maintain a notebook of their activities toward earning their
activity
awards. Parents are encouraged to work with their sons on activity awards, but
the
boys
themselves must record the activities in their notebook. The notebook should
contain
examples
of the work that the boy performed for each activity pin. The Webelos leader
will
check
both the handbook and notebook monthly to record and submit advancements as
required. Only the Webelos Den Leader may sign the achievements in the boy’s
books.
J. Academic
and Sport Belt loops and pins may be earned in accordance with the requirements
listed
in the belt loop/pin programs. The belt loops and pins may be earned numerous
times
but the
Scout will be given only one belt loop or pin for each activity.
K. Den
Leaders are responsible to turn in awards at the committee meeting preceding the
pack
meeting
at which the awards are to be presented to the boys. Awards turned in after
this date
will be
presented at the subsequent Pack meeting.
K.
Initial den assignments shall be made by the Cubmaster with the
concurrence of the Den
Leader
Coach. No boys will be transferred between dens without the Cubmaster's
approval.
M. There
will be no FOUL or VULGAR language or gestures nor any offensive clothing
allowed
at pack or den meetings or functions. Offenders will be asked to leave.
